Why it matters

When the instrument is constant, the differences are real.

A metro campus and a town school receive identical measurement. That uniformity is the whole point. It is what lets us compare a Tier-3 classroom with a Tier-1 one and trust the comparison, and it is what makes ARIA fair. Rigorous measurement should not be a privilege of well-resourced schools.
